General purpose:
To manage and
develop the administrative and financial activities through developing
human resources as well as work systems, and to implement the financial
activities according to the familiar criteria.
Duties and
Responsibilities:
1- The
Administrative Field:
a. To follow up
the implementation of all the regulations, instructions, and procedures
concerning the administrative and employee affairs, to follow up the
attendance and absence of the staff, and the overtime work hours. ...
etc.
b. To develop
human resources plans, to supervise and coordinate the activities of the
human resources development such as training, performance evaluation,
and developing capacity... etc.
c. To Supervise
the regular revision and to update the organizational structure,
regulations, procedures,….etc.
d. To keep
records, staff files and updating them.
e. To provide
the rest of the units with administrative and financial services.
f. To bye
the required supplies and materials according to the regulations.
2- The Financial
Field:
a. To follow up
the implementation of all the regulations, instructions and procedures
concerning the financial matters and supervising them, also to keep
records and accounting books according to the followed criteria.
b. To review
periodically the internal financial lists, regulations, systems and
procedures and to update them continuously.
c. To prepare
the annual budget, and to supervise the expenses according to the
approved budget.
d. To supervise
and scrutiny all the financial transactions.
e. To execute the
financial analysis, prepare financial plans, and to put the
recommendations accordingly.
f. To prepare all
the reports and the financial information to send them to the related
parts.
3. The Legal
Field:
a. To provide
legal advisory services to ensure to insure the legality of all the
Center's activities and decisions, and to supervise and review the
preparation of all regulations and legal systems...etc.
b. To follow-up
the legal cases against other parties.
c. To Prepare the
contracts, agreements, and legal documents that are legally binding for
the center.
d. To Take legal
action against the parties who violate the law, conventions, contracts
with the Center ... Etc.
4. The
Information Systems Field:
a. To make
database and protect all of its contents, and to provide all the needed
information to support the decision making process.
b. To present
support reports for the decision-making process.
c. To supervise
the construction, maintenance and development of the software systems
and the internal and external computer networks.
d. To develop,
modernize the communication system, and to exchange the internal
information.
e. To
provide the necessary maintenance for the computers and other devices.
