PCDCR conducts a Policy Day entitled “The Reconstruction Obstacles and its Effect on Women Housing Right”

The Palestinian Center for Democracy and Conflict Resolution conducted a policy day entitled “The Reconstruction Obstacles and its Effect on Women Housing Right” within the Information, Counseling and Legal Assistance (ICLA) in the Gaza Strip project which is implemented by the Center in partnership with the Norwegian Refugee Council and with the participation of the Engineer/ Bilal Al Yazgi, Emergency Assistance Coordinator Acting,  Mr. Mohammad Aboud, North Public Works Department Director (Public Works and Housing Ministry), Mr. Hassan Al Wali, IDP General Coordinator, the Engineer/ Mahmoud Al Kayal- Gaza Municipality, the Engineer/ Mohanad Al Qanoa, Head of the Engineering Department- Beit Hanoun Municipality and   Mr. Abed Al Monem Al Tahrawi, the project coordinator. In addition to a number of lawyers, community activists and some of the affected cases that took place in Al Salam Abu Hassira Restaurant in Gaza city.
Mr. Ahmad Hasouna, a lawyer in the Center opened this meeting by talking about the Center vision regarding the reconstruction issue as it’s a concern for all the Palestinians for its human dimension primarily, in addition to the political, economic and social dimensions etc. Moreover, this meeting discusses a very significant issue which is the reasons and obstacles which delay the reconstruction of the houses which were destroyed due to the continuous Israeli aggression on Gaza Strip.
Finally, the meeting included a negotiation among the participants resulted in many recommendations which are: reassessing Robert Serry agreement or revoke it, working on opening all the crossing borders to accelerate the construction materials entry, working on ending the internal division which obstacles the reconstruction, working on the reconstruction taking into consideration the industrial and agricultural urbanism and working on obligating the donors to fulfill their financial commitment.

“The Independence Financial Disclosure for Women by Sharia and Law and Exploited by Customs”

The Palestinian Center for Democracy and Conflict Resolution hold a discussion meeting entitled “The Independence Financial Disclosure for Women by Sharia and Law and Exploited by Customs” within the Information, Counseling and Legal Assistance (ICLA) in the Gaza Strip project implemented by the Center in partnership with the Norwegian Refugee Council. The participants of the meeting were Dr. Atef Abu Harbeed, Head of the Islamic Shariah Department-Islamic University of Gaza, Mr. Anwar Azam-Bar Association, Mr. Abed Al Monem Al Tahrawi, the Project Coordinator, a number of lawyers, representatives of the Community based organizations (CBOs) and Mukhtars. That took place at Al Salam Abu Hasira in Gaza.

 

Mrs. Tahani Aziz, a lawyer in the project, opened the meeting by welcoming the participants and indicating the importance of this meeting. On his turn, Dr. Atef Abu Harbeed talked about the financial disclosure in Islam, and that women have an independence financial disclosure by which they’re free to use their money according to their well without any coercion or force whether from their families or husbands. Moreover, Mr. Anwar Azam cleared out the independence of women financial disclosure legally, and that no one can take money from them without their complete agreement. Furthermore, if anyone encroached upon their financial disclosure, women can legally sue him/her.

 

In addition, the lawyer, Mr. Ahmad Hasouna, cleared out the Center vision regarding women financial disclosure and emphasized on the importance of this old new issue since there are a lot of women suffering from assaulting on their financial disclosure. This meeting was a good opportunity to listen to the participants’ opinions and recommendations to be submitted to the specialist authorities in the independence financial disclosure of women, aiming to change the false view regarding this issue.

 

Finally, after a long discussion, the meeting concluded to several recommendations which are raising awareness and family education to couples, editing debt bonds to guarantee women rights, working on educating women legally and having intervention from the reform commissions before going to courts.

The Palestinian Center for Democracy and Conflict Resolution conducted yesterday a round table entitled “The Dilemmas of Applying 19/2009 Resolution about the Divorced woman retention for Child Custody after Legal Age as the Resolution Related to Widow” within the activities of ‘Steps towards Change’ project implemented by the Center in partnership with the Norwegian People’s Aid (NPA) with the participation of Dr. Omar Nofal, Head of Shari’a Court of Appeal, Mr. Abed Al Monem Al Tahrawi, the project coordinator, Mrs. Samar Hamad, Advocacy Specialist, Community based Organizations, Community Activists, Lawyers and a number of the Center lawyers. This took place at Al Salam Abu Hasira restaurant in Gaza.

 

Mr. Ahmad Hasouna, a lawyer in the Center, started the meeting by welcoming Dr. Omar Nofal and the guests, and showed the importance of this meeting since there are a lot of divorced women suffering of being deprived from extending the custody age or asking for their children’s custody after getting rid of the custody deprivation reasons when the divorce happens. Moreover, the 19/2009 resolution gave the widows only the right of extending custody age. Therefore, this meeting aimed to equalize between the divorced and widow women regarding the custody age extension as there is a large number of divorced women suffering from this humanitarian and legal issue.

 

On his turn, Dr. Omar Nofal highlighted that there are many resolutions issued by the Legitimate Supreme Judicial Council especially during the previous years when a quantum leap happened in many issues related to women and children. He added that this issue is debatable between specialists and the Human Rights associations have to raise the voice and recommendations to the professional authorities seeking for a better change. Finally, he focused on the balance between men and women interests including the society interest which should be taken into consideration by the associations that conduct such activities.

 

Finally, the meeting ended with some recommendations including equality between divorced women and widows in asking for the right of child custody, heading to the reform committees before heading to the courts regarding child custody and focusing on the child interest as we take into consideration the woman ability to fulfill her children’s needs financially and her family acceptance for having them when she gets the right of child custody.

Nuseirat Youth Center in partnership with the Palestinian Center for Democracy and Conflict Resolution (PCDCR) conducted Al Istqlal Championship Table Tennis for Women on the southern governorate level with the participation of Mr. Jawdat Jouda, Head of the Palestinian Handball Federation, Mr. Salah Jaber, Director of the Youth and Sports Ministry, and Mahmoud Abu Sharar, Chairman of the Technical Committee in the Table Tennis Union, Mr. Ahmad Naser Haroun, Head of Nuseirat Youth Center, Ms. Samar Hamad, Advocacy Specialist at PCDCR and Mr. Ahmad Fouad Haroun, the Executive Manager at Nuseirat Youth Center. This took place at Nuseirat Youth Center-Middle area.

 

Ms. Samar Hamad emphasized on the PCDCR vision regarding the importance of women participation in sports ,which plays a big role in reducing the psychological stress resulting from the difficult circumstances the Palestinians live in. Therefore, the idea of giving women a space to express their rights in all life aspects came. At the end, Ms. Hamad confirmed that all sport clubs should work on motivating women and encouraging them to be engaged in all sport life aspects.

 

In addition, Mr. Ahmad Fouad Haroun, said that this championship aims at highlighting the female activity in the Gaza Strip and giving them the chance to practice sports. He added that this championship is an introduction for the female sport activity especially in Table Tennis sport. He concluded by a massage to all the sport cadres and clubs to open the door in front of women to practice sports. Nuseirat Youth Center intends to adopt the first female Table Tennis team to be registered at the Table Tennis Union. 

 

Finally, this event included 6 rounds between the competitors which lasted for one hour and a half. The female child, Lama Al Masri, won the first place, and Sama Al Masri won the second place.

A Step towards Empowering the Municipal Councils Candidates for the Political Participation and Making Decisions in the West Bank and Gaza

The Palestinian Center for Democracy and Conflict Resolution implemented the first stage of the training program “Developing the abilities of the Municipal Councils Candidates in the Social Accountability Skills” for 25 candidates within Steps towards Change project implemented by the Center in partnership with the Norwegian People’s Aid (NPA). This training aims at increasing the women participation in making decisions on the local level through encouraging them to be representatives in the neighborhood committees and municipal councils and depending on advocacy campaigns. This training includes a lot of Palestinian cities such as: Gaza city, Nablus and Hebron. The most important topics in this program are social accountability, social participation, presentation skills, election debates art and managing election campaigns with the participation of a group of trainers.

 

Ms. Fairoz Al Khouzndar, one of the participants and a candidate in the Building and Developing list “Al Bena’a & Al Ta’mer list” clarified that this training added a lot of skills and new experiences to candidates and opened their eyes on the scientific research. Furthermore, Ms. Reda Talal Al Masri, another participant and a Democratic Alliance candidate added that this training helped in gaining valuable information which would increase candidates’ political and social awareness, and would help later on in organizing the election process and their election campaigns.

 

On her turn, the trainer, Fatma Ashour, assured on the importance of the training program which comes within the necessity of empowering women legally and giving them an active chance in changing policies and making decisions. This comes within the elections preparation which is considered an important event in Palestine. in addition, Dr. Ibrahim Mo’mer highlighted that this training would develop skills, abilities and culture of the candidates in all fields ,which would contribute basically in the success of the future election process.

 

Finally, Mrs. Monawar Shawer, the project coordinator in Hebron, cleared out that the coming stage of the project will include several meetings between the youth alliance and the municipal councils candidates within the advocacy campaigns.
