A Step towards Empowering the Municipal Councils Candidates for the Political Participation and Making Decisions in the West Bank and Gaza

The Palestinian Center for Democracy and Conflict Resolution implemented the first stage of the training program “Developing the abilities of the Municipal Councils Candidates in the Social Accountability Skills” for 25 candidates within Steps towards Change project implemented by the Center in partnership with the Norwegian People’s Aid (NPA). This training aims at increasing the women participation in making decisions on the local level through encouraging them to be representatives in the neighborhood committees and municipal councils and depending on advocacy campaigns. This training includes a lot of Palestinian cities such as: Gaza city, Nablus and Hebron. The most important topics in this program are social accountability, social participation, presentation skills, election debates art and managing election campaigns with the participation of a group of trainers.

 

Ms. Fairoz Al Khouzndar, one of the participants and a candidate in the Building and Developing list “Al Bena’a & Al Ta’mer list” clarified that this training added a lot of skills and new experiences to candidates and opened their eyes on the scientific research. Furthermore, Ms. Reda Talal Al Masri, another participant and a Democratic Alliance candidate added that this training helped in gaining valuable information which would increase candidates’ political and social awareness, and would help later on in organizing the election process and their election campaigns.

 

On her turn, the trainer, Fatma Ashour, assured on the importance of the training program which comes within the necessity of empowering women legally and giving them an active chance in changing policies and making decisions. This comes within the elections preparation which is considered an important event in Palestine. in addition, Dr. Ibrahim Mo’mer highlighted that this training would develop skills, abilities and culture of the candidates in all fields ,which would contribute basically in the success of the future election process.

 

Finally, Mrs. Monawar Shawer, the project coordinator in Hebron, cleared out that the coming stage of the project will include several meetings between the youth alliance and the municipal councils candidates within the advocacy campaigns.

The Palestinian Center for Democracy and Conflict Resolution conducts a Policy Day entitled “The Specialist Arbitration. The Arbitration in the Real Estate Conflicts”

The Palestinian Center for Democracy and Conflict Resolution conducted a policy day entitled “The Specialist Arbitration. The Arbitration in the Real Estate Conflicts” within the Information, Counseling and Legal Assistance (ICLA) in the Gaza Strip project which is implemented by the center in partnership with the Norwegian Refugee Council and with the participation of Mr. Abed Al Monem Al Tahrawi, the project coordinator, Mrs. Mona Abed Al Aziz, from the Norwegian Refugee Council and a number of the project lawyers. In addition to, Mr. Ali Athamna, Head of the Arbitration Unit in the Palestinian Ministry of Justice- Gaza, a number of arbitration centers representatives, law academic, arbitrator lawyers and Mukhtars which took place at Al Salam Abo Hasira Restaurant in Gaza city.

Mr. Ahmad Hasouna clarified the center’s motives to conduct this meeting which are: the real estate conflicts in the Judiciary continue for many years in contrast with the arbitration purchases which are dominated by saving time, accuracy and the existence of qualified arbitrators, and the remarkable results achieved by the specialist in some countries formed an important motive for the center towards the specialist Judiciary for the accomplishment and creativity in justice. In addition, the ignorance of many arbitrators in the real estate conflict issues which resulted in canceling many arbitration decisions; therefore, working on qualifying the arbitrator in the real estate conflicts would add power to their decisions from canceling. Moreover, the amount of the lawsuits related to the real estate conflicts compared with other kinds requires from us as judges, lawyers, centers and associations to work together to find a way for this kind of conflicts with the best ways and least damages . Among the beneficiaries are the women as they’re the most common lawsuits in the real estate conflicts regarding the property lawsuits.

Furthermore, this meeting which was facilitated by Mrs. Tahani Aziz included a negotiation among the participants resulted in many recommendations which are: working on spreading the culture of heading to arbitration by the civilians as a mean of conflict resolution, preparing qualified arbitrators to work in the real estate arbitration conflicts and conducting specialists trainings supervised by people with experience in the real estate arbitration conflicts by granting them license. In addition, a cooperation between all the concerned associations and authorities to work on creating qualified arbitrators in the real estate conflicts and a cooperation between the counts and the figures and associations which is authorized to work in the arbitration to ease the amount of cases in the judiciary especially the real estate conflicts.

Steps towards Change.. a Slogan raised by Activist Youth in the Gaza City and West Bank

The Palestinian Center for Democracy and Conflict Resolution implemented the first training program, “Developing Youth Capacities in the Social Accountability and Advocacy Campaigns“, for 25 males and females within Steps towards Change project implemented by the Center in  partnership with the Norwegian People’s Aid (NPA). This program is considered as the first step of the project which aims at forming an activist youth collation in the social and political fields on the national level to promote freedom of expression and forming associations. This program included many Palestinian cities such as Gaza, Nablus and Hebron. The most important topics in the program are the social accountability, democracy and citizenship, social participation, freedom of associations and the advocacy campaigns with the participation of a group of trainers all over the areas which were included in the program.

Raed Al Attal, one of the participants, confirmed that this training program is an effective step towards merging the activist youth in the social field and adding lots of concepts and new useful experiences to the participation of a group of special trainers. Another participant, Inas Abo Dalal, added that this experience would help in deepening the gender- based concepts.

Moreover, Mr. Abed Al Monem Al Taharwi, the project coordinator, emphasized that the project idea is based on forming a youth coordinating committee in all Gaza governorates to be the core of the youth work based on the citizenship concept. This would help in promoting the social accountability for a wider youth participation in the future political issue.

The trainer, Wael Balousha, talked about the importance of social accountability. The social accountability which is based on the discussion would open new horizons in front of a citizen regarding the questions in his/her mind. Moreover, the social accountability would reduce the gap between citizens and officials and improve the response of officials. Therefore, if we want to succeed, we have to improve a method which helps in restoring trust in citizens to actively contribute in society.

Moreover, Ms. Samar Hamad, the Advocacy Specialist, talked about the 25- hour training program in 5 days for 25 males and females within the youth collation and the most important activities which were implemented during the previous period and ended by an election day in which 7 representatives ( males and females) were elected for the youth coordinating committee.

Furthermore, Ms. Hamad assured that the coming stage of the project would include training for a group of female leaders who were nominated for the local municipalities to develop their capacities for the election process to represent women to the fullest . The Palestinian Center for Democracy and Conflict Resolution concludes the first stage of “Steps towards Change” Project

The Palestinian Center for Democracy and Conflict Resolution concluded the first stage of Steps towards Change project which is implemented by the Center in partnership with the Norwegian People’s Aids (NPA) with the participation of Mr. Abed Al Monem Al Tahrawi, the Project Coordinator, Mrs. Samar Hamad, the Advocacy Specialist and the youth collation. This took place at the PCDCR headquarter in Gaza city.

The first stage of the project, which covered Gaza city, Nablus and Hebron, included forming an activist youth collation in the social and political fields. Moreover, implementing a training program for this collation, which consists of 25 males and females, included the following topics: Citizenship and Democracy, Social Participation, Social Accountability, Freedom of Associations and the Advocacy Campaigns.

Furthermore, this stage was crowned by an election day to choose the 7 representatives (from both genders) for the steering committee in each governorate with a total of 21 representatives for the steering committee. The elected are the representatives for the youth groups in the meetings which will be conducted with the Center, the West Bank and the female candidates for the Municipal Councils during the coming stage of the project and within the advocacy campaigns.          img_9763 img_9791

Palestinian Centre for Democracy and Conflict Resolution-PCDCR is a civil non-profitable organization established in August 1998 as an investment of distinguished efforts exerted by a group of Palestinian youth highly motivated and ambitious to develop a Palestinian model promotes democratic principles and modern conflict resolution alternatives.
Child protection needs substantially increased in Gaza during and following the escalation of hostilities in 2014. First, there continues to be a need for protection, psychosocial support and individualized case specific responses for children who have experience, and continue to experience exposure to conflict and violence, ERWs, displacement, and caregivers consistent stress and limited access to livelihood opportunities.
PCDCR offers a post for professionals interested in working in Emergency field.

Job Title: Emergency Officer
Start Date: ASAP
Duration of Contract: 5 months with possibility of extension

Duties and Responsibilities:
– Responsible for coordinating and supervising the Child Protection Working Group-CPWG agreed activities of all 5 Governorate Focal Points.
– Collates and analyses all field level need assessments and shares regular reports with the CPWG coordinator to inform the response.
– Participate in all CPWG meetings and initiatives as requested.
– Establish and maintain effective working relationships with colleagues, partners and donors.
– Gather needed information and produces success stories.
– Ensure the database holds accurate and up to date information.
– Conduct meetings with key stakeholders in the child protection field.
– Act as a member of PCDCR team and perform any reasonable duties as may be assigned.

Personal and Professional Competencies:
– A university degree in English language, international relations, development studies, business or other relevant field.
– At least 3 years related professional experience particularly in Child Protection Field.
– Fluency in written and spoken English is required.
– Positive attitude and strong interpersonal and communication skills.
– Demonstrated research and information gathering and analysis skills.
– Proven flexibility to handle changing priorities and managing multiple tasks and deadlines efficiently and without compromising quality.
– Highly organized, reliable attention to details and ability to work independently when needed.
– Good experience in Project Cycle Management including the development of project’s logical framework and its components.
– Proficiency with MS Office.
– Concern with democracy, conflict resolution, non-violent actions and human rights issues.
– Integrity and strong identification with PCDCR Core Values.
